秘书组简介

北京大学第三医院骨科诞生于如火如荼、掀起社会主义建设新高潮的1958年。五十五年光阴荏苒，五十五年岁月如歌。五十五年里，中华民族挺起了脊梁，中国卫生事业蓬勃发展；五十五年后，北医三院骨科已成长为国内学术地位领先的国家级重点学科。

伴随着中国医学事业的蓬勃发展，医疗单位的医、教、研工作量迅速膨胀，医疗质量的高标准高要求，医学研究的不断深入，细化职能分工，完善辅助医疗服务迫在眉睫。2004年10月北医三院骨科成立医学秘书组，经过近十年的经验积累与总结，骨科医学秘书组已经拥有11名秘书，工作内涵也由公共专业秘书从事的“办会，办事，办文”逐渐调整为更细化更专业的工作内容，包括：完善的病例资料收集，完善的门诊复查，规范化的临床研究（包括GCP），辅助于医、教、研方面的行政工作，骨科日常事务处理，规范化的医学会议管理，大量的学会方面的公益工作等。

近十年来，我们完成标准资料收集50000余例；参与科室及研究生科研课题50余项，协助出版骨科专著十三部，协助临床研究（GCP）16项；圆满完成国家级项目申请及监察任务，如：申请教育部“创新团队“，国家重点专科申请与审查，国家药理机构三年复查等；自2008开始协助门诊复查，2013年1月正式成立门诊复查组，制定了完善的门诊复查流程与规范。专业化与规范化的医学会议管理确保我科成功主办、承办各种医学会议三十余次，每年参与各种医学学术会议的会务工作5次以上；每年辅助中国康复医学会、中国医师协会、中华医学会、海峡两岸医药卫生交流协会等完成大量学会工作；认真、严谨的工作作风得到认可。

医学秘书在中国还是个新兴的行业。如何做好医学秘书工作对于我们来说是一个新课题。我们认为：首先，医学秘书应是专家教授的好助手；其次，医学秘书还应是骨科日常行政的好管家；同时，医学秘书更应是骨科对外的好桥梁。为此，我们非常重视秘书素质的培养，努力探索医学秘书工作新思路。几年来，我们先后有多名秘书考取国家级秘书证书，全体秘书均接受国家药理基地GCP的正规培训，先后在香港中文大学、哈佛大学麻省总院进修，学习规范化临床研究(GCP)及辅助医院管理。2012年，与大学合作,率先在中国成立医学秘书系，为今后中国医学秘书的系统化,技能化、专业化不断培训人才，北医三院也由此成为医学秘书的实习基地。

十年回眸，骨科医学秘书组从刚成立时的蹒跚学步，逐渐成长壮大;而今，医学秘书组在骨科领导的支持及同仁的帮助下，对科室医、教、研有了一定的帮助，但是这条专业化，技术化的探索之路并未停止。展望未来，在老一辈骨科教授的激励下，在新一代骨科领导人的关怀下，医学秘书工作将日益成熟。我们会继续坚持全心全意为骨科服务的宗旨，自我完善，与时俱进。我们坚信，北医三院骨科将迎来一个更加美好的明天；中国医学秘书工作将更加专业，从而更好的为医学事业服务。

Secretary Group of Orthopedic Department

Brief Introduction

Orthopedic Department of Peking University Third Hospital was founded in 1958 at the time of a new upsurge of socialistic construction. With 55 years of consistent hard work day by day, the Chinese Nation has straightened its backbone and witnessed a dramatic development in the undertaking of public health. Meanwhile, orthopedic department in Peking University Third Hospital has risen up to be a national key discipline with the leading position of academic power.

With the boom of national medical undertaking, medical institutions were confronted with a rapid growth of medical, educational and researching load, higher standards and requirement of medical quality, a deeper and more comprehensive medical research, as well as the call for refining the functional division. The improvement of auxiliary medical service was therefore looming and urgent. Under this condition the medical secretary group of orthopedic department of Peking University Third Hospital came into existence. After 10 years of consistent exploration and experience accumulation, the secretary group of orthopedic department has become a team of 11 secretaries, whose main responsibility has been gradually shifted from “dealing with daily matters, documents and meetings” required by public secretary specialty to medical secretary specialty which includes information collection of clinical cases, feedback collection from clinical reexamination, regularized clinical research(GCP), supporting the public medical conferences and associations, assisting medical, educational and research practice, etc.

Over the past 10 years, we have accomplished standard data collection in over 50000 cases, taken part in over 50 departmental and postgraduate research projects, assisted in the publication of 13 orthopaedic monographs and 16 GCP clinical research projects. Besides, we have taken on numerous applications and supervisory tasks for national projects including application for “innovative team” granted by Ministry of Education, application and inspection for national key discipline, reviews of national medical institutions every third year, etc. We have been assisting clinical follow up since 2008 until a specialised follow up team was designated with well-established processes and regulations in January 2013. Moreover, specialized and standardized medical conference management system has allowed us to successfully host and organize over 20 medical conferences and to partake in conference affairs in over 5 medical and academic conferences every year. Each year we also engage in a great deal of associational work in multiple academic societies including Chinese Association of Rehabilitation Medicine, Chinese Medical Doctor Association, Chinese Medical Association, Cross-strait Medical and Health Interchange Association, etc.

As a brand new occupation in China, the qualification of an excellent medical secretary is yet a challenging topic for us. We believe that firstly, the medical secretary should be a capable assistant for the professors. Secondly, the medical secretary should be an outstanding manager of daily matters of the orthopaedic department. Furthermore, the medical secretary should be the media for external communications of the orthopaedic department. To meet these expectations, we have made great efforts in talent cultivation and will keep looking for new ingredients to secretary as a profession. With full support of the leaders of the orthopaedic, the secretary group has placed great emphasis on the improvement of secretaries’ professional skills. A number of secretaries have been granted the national secretary certificates and all the secretaries have completed the standard GCP training provided by National Base for Clinical Pharmacology. Many of them have received further education regarding standardized clinical research (GCP) and auxiliary hospital management in the Chinese University of Hong Kong and Harvard University Massachusetts General Hospital. In collaboration with the Medical School of Peking University, we added China’s first medical secretary major to the university curriculum in 2012. It will produce the talents needed to make the profession more systematic, technical and professional. Peking University Third Hospital therefore become a training base for medical secretary internship.

Ten years on, with full support of the department, the secretary group of orthopedic department has grown from a toddler to a strong team that is capable of assisting in medical, educational and research matters of the department. However, the quest for a more professional and technical specialty is never ending. Looking ahead, with the encouragement from our predecessors in the department, the specialty of medical secretary is getting more mature. We will always stick to the mission of serving the department with all our heart, continually improve ourselves and keep abreast of the times. We sincerely believe in a better future of the orthopaedic department of Peking University Third Hospital, and the medical secretary specialty will become more professional with stronger capacity to serve the medical undertaking.
