总务处简介
  

北医三院总务处是北医三院的重要职能处室之一,担负着三院的后勤保障任务,和大小装修改造项目的设计、发包及施工管理工作。

总务处下属七个科室,分别为:总务处办公室、电力科、动力科、维修中心、物资管理科、营养膳食科、车辆管理科,科室下分设各专业班组,如电工室、锅炉房、电话室、氧气站等等。(详见“总务处组织结构图”)。现有83名正式职工和285名合同制人员。

总务处范围内几乎涵盖了所有后勤保障工种,主要有:高低压电工、锅炉工、水质化验工、管道工、制氧工、空调制冷工、机务维修工、园林绿化工、车辆驾驶员、厨师等,全部持证上岗。

总务处高级工职称以上的人员有95人,占总人数的78%。在历年的技师和技工晋级考试中,许多同志踊跃报名,大部分合格取证,值得鼓励。

总务处具有大专以上学历的人员有116人,占总人数的32%,其中硕士研究生有14人。还有一部分人正在继续攻读本科和研究生学位,不断地用专业知识充实自己,我们相信后勤的实力会越来越强。

总务处45岁以下的人员有227人,占职工总数的62%。其中35岁以下的年轻职工有142人,这些年轻职工分布在总务处办公室、动力科、电力科、维修中心、物资管理科,大部分都已成为业务骨干力量。

总务处管理着我院的众多的特种设备和重要安全设备,如锅炉、电梯、各种压力容器等,设备资料齐全,定期检验,日常认真维护保养,保证设备的正常安全运行。我院配电室实现双路供电,一路故障另一路自动互投,但为保险起见,我院又配备了柴油发电机,能够实现停电自动互投,保障了手术室等重要部门不断电。

总务处制定了重点部位的安全预案,认真组织人员演练。特别是供电应急预案,结合实际,经反复几次修订,可操作性较强。对于可能出现的各种突发情况,逐一安排职工进行模拟演练,收到了较好的效果。

总务处各种规章制度和操作规程健全,并严格遵守执行。定期进行安全生产检查,发现问题及时处理。建立奖惩制度,对于违反制度的行为决不姑息。总务处定期召开安全生产会议,会上传达社会重大安全生产事故,引以为戒,根据实例强调我院安全生产的具体问题,收到了很好的效果。会上还总结近期发现的安全问题和隐患,及时研究处理办法。

总务处是一个团结的集体,总务处的全体职工必将竭尽全力做好我院的后勤保障工作,也必将为我院的蓬勃发展做出越来越多的贡献!

Introduction

    The general affairs department is one of the important functional offices in Peking University Third Hospital, mainly performing the functions of logistics. At the same time, the division is in charge with the work of planning and organizing biding for projects on decoration and reconstruction of the hospital facilities. It also takes the responsibility for the management in the construction supervision.

        The general affairs department consists of: the general affairs office, the electricity department, the dynamics department, the maintenance centre, the stuff management department, the nutrition dietary department, the vehicle management department. Each department can be further divided into professional functional units, such as electrician offices, boiler room, distribution group, oxygen generation station, etc.(Shown” organization structure of the general affairs department”)

    The general affairs department is made up of skilled workers which cover all types of work in the field of logistics. The types of worker mainly include: high and low voltage electrician, boiler man,  water-quality test worker, plumber, worker of oxygen generating, worker of air-conditioning and refrigerating, maintenance personnel, gardener, vehicle operator, chef, etc. All of the workers are officially certificated.

     The number of senior engineer is currently 95, which makes up to 78% of the whole in the general affairs department. Moreover, employees in the department achieved a high rate of pass in the technician and mechanic promotion test which are held annually.

     116 employees in the department have high school educational background or above taking up 32% of the whole. Among these employees, 14 have Master degree. In addition, some of the employees are continuously learning professional knowledge by attending evening university or self-study. We have faith in the great strength and development of the department.

The employees under the age of 45 reach to 227, making up 62% of the total, 142 for the employees under the age of 35. These young employees have been arranged in varied offices like the administration office, the dynamics department, the electricity department, the maintenance centre, the stuff management department. The majority has become the cadre of the department.

The general affairs department manages plenty of special equipment and crucial safety equipment, such as boiler, elevator, and varied pressure vessels with complete facility data for periodical survey on daily maintenance in order to keep it operating safely. Two-circuit feeding has been realized in the switching room of our hospital in case of malfunction for one circuit, the other one automatically used. For the sake of safety, the diesel generator is equipped to guarantee the automatic use for power-off ensuring the consistent power in important departments like the operating room.

A safety project on key points in the hospital has been formulated by the general affairs department, earnestly organizing the staff to maneuver. Especially the power supply contingency plan holds strong operability after several revisions integrated with the reality. The staff has been gradually organized in a drill to deal with any possible emergency. The drill effect is satisfying.

Various sound regulations and operating instruction can be strictly conducted. Our department has made periodical safety production inspection to deal with any problem. The system of rewards and penalties should be established with zero tolerance of any violation of the system. The safety production meeting should be regularly held to introduce the serious safety production accident which should be taken as a lesson.  The concrete safety production problems of our hospital have been emphasized through those living examples for the effective educational significance. The safety problem and hidden danger recently found have been listed in the meeting to find out the solution in time.

The general affairs department is a united group with the full efforts of the staff to provide the logistical support for the hospital. The employees of the department will definitely make greater contribution for the growth of our hospital.
